WMO OCP Innovation Webinar, 14 December 2021



BACKGROUND: The Open Consultative Platform (OCP), established at the 18t World Meteorological Congress in 2019, serves as an open, constructive and participatory framework for addressing the grand challenges of the global weather enterprise. In the spirit of collaboration, mutual respect, and

trust, the Platform enables all stakeholders to stay abreast of issues and opportunities, both institutional and technological, to motivate collaborative, win-win approaches and to nurture innovation. The cooperation paradigm incorporates active sharing of ideas and interacting with each other to move from isolated actions within a single stakeholder to coordinated initiatives developed and shared across sectoral and organizational boundaries.


Since February 2020, a series of WMO’s OCP Innovation Seminars have provided opportunities to public, private, academic, and civil sectors to share innovative practices and ideas. We expect these Seminars to contribute to further engagement among these sectors for even better

meteorological services to contribute to the Sustainable Development Goals, climate change mitigation, and disaster risk reduction.


The upcoming OCP Innovation Seminar will bring together the executive and technical leaders of Tomorrow.io, the WMO and CGMS experts for a robust discussion on the emerging needs, recent advancement and potential impacts of the space-based observing system for precipitation observation.

Due posizioni di assistente pre-doc presso l’Università di Vienna

The University of Vienna is offering two PhD (pre-doc) positions at the Institute of Meteorology and Geophysics. Both positions are in the framework of the Vienna Network for Atmospheric Research (VINAR), a collaboration between the University of Vienna and the Austrian National Weather Service (ZAMG). 

One position, embedded in the group of Martin Weissmann (martin.weissmann@univie.ac.at), will be on the topic of data assimilation for numerical weather prediction. The student will test a new ensemble-variational scheme in a convection-permitting model setup and develop improved approaches for the localization of horizontal and vertical ensemble-based covariance estimates. 

The other position, embedded in the group of Andreas Stohl (andreas.stohl@univie.ac.at), will be on the topic of inverse modelling of greenhouse gases (GHG). The student will prepare the inversion scheme FLEXINVERT for the upcoming massive increase of satellite remote sensing data on GHGs (CO2, CH4) and determine GHG fluxes at high resolution, thus weisspreparing for a future emission verification regime. Here is the Program Book of the Session 3 of IGM/C-07 to be held on December 1, 2021 (Wednesday) at 13:00 UTC (8:00 AM US/Canada EST). After opening of the session, the Value Proposition of IFMS will be reiterated by Dr. Harinder Ahluwalia to set the foundation for the discussion on it and to come up with any new ideas from the Panelists and other participants in this Webinar. As a minimum, the Session will inform participants about the Value Proposition and activities of IFMS and how it plans to work with WMO and WB to build capacity around the world – especially in developing and least developed countries. The Panel consists of the following high level professionals who are serving the Global Weather Enterprise in many different ways for many years. Dear National and Regional Meteorological Societies, The international Forum of Meteorological Societies (www.ifms.org) is conducting its Conference as per the attached Agenda through Zoom. The first 3 sessions have been successfully completed.

The Session 4 on December 8, 2021 at 8:00 AM is a Public Lecture through Zoom by Dr. Harinder Ahluwalia on Global Warming and Climate Change (GW&CC) with some latest information from COP-26 which was just held in Glasgow Scotland a couple of weeks ago. It is very important for all citizens to know what is going on about GW&CC – the most important current topic for our survival! The objective is to inform everybody including the uninitiated ones, about the current state of discussion and measures being taken. The overall event will be conducted in 2 parts: Part 1 is the Public Lecture by Dr. Harinder Ahluwalia. Part 2 is the Panel Discussion with a Moderator and 5 experts in the field of Meteorology and Climatology. Please see the bottom of this page. Part 1 itself will be divided into two subparts: In the first sub-part we will discuss: a. What is GW&CC and what is causing it, b. How we can reduce, if not eliminate, it, c. What are the impacts of GW&CC on our health/life and property, d. Where we can learn much more about it. The Second sub-part will deal with knowing that GW&CC is happening, how we can protect ourselves from its adverse effects. We will discuss the following topics: a. What is required to protect ourselves e.g., accurate impact-based weather forecasting, Multi-Hazard Early Warning Systems, building Institutional and Societal Capacity, etc. b. We will also discuss what is our organization IFMS doing in Capacity Building in the above areas. More ideas will be exchanged in subsequent Panel discussion which follows immediately after the Public Lecture in which the experts will provide their views and through Q&A clarify doubts of participants. Please try to invite as many of your colleagues and friends and relatives as possible because it is a very important and urgent matter for the survival of our humanity.

Special Issue Information 

Dear Colleagues, 

The processes that govern the transport and diffusion of pollutants are numerous and of such complexity that it is not possible to describe them without the use of mathematical models, which are, therefore, an indispensable technical instrument for environmental management. The scope of this Special Issue reflects and summarizes some recent developments relevant to the pollutant dispersion in the Atmospheric Boundary Layer (ABL). In atmospheric dispersion models, turbulence parameterization is a key parameter. The reliability of each model strongly depends on the way turbulent parameters are calculated and related to the current understanding of the ABL. The Special Issue will include original and review papers on the issue of pollutant dispersion in the ABL, concerning both theoretical and experimental aspects: transport and diffusion models (Eulerian, Lagrangian and statistical models), model parameterization, comparison between different models, field or laboratory measurements, as well as measures of meteorology variables that govern turbulence and diffusion in ABL. We are organizing a Special Issue on the study of the diffusion of air pollution in the ABL and on the structure of the ABL itself in the International Journal of Environmental Research and Public Health. This is a peer-reviewed scientific journal that publishes articles and communications in the interdisciplinary area of environmental health sciences and public health. Public health refers to preventing disease, prolonging life, and promoting physical, mental, and social well-being. Research, both in cities and rural areas, and in both developing and developed countries, can offer a critical guide for policy efforts and planning for public health. Air pollution models are important tools in assessing the concentration of pollutants in the atmosphere and are used by regulatory agencies to estimate environmental impacts, risk analysis, and industrial plant planning. They allow us to analyse the contribution of different sources to overall pollution, and then correctly address any actions to limit emissions. Only with mathematical models is it possible to make predictions or simulate pollutant concentration in order to define plans for improving the population’s quality of life. This Special Issue is open to any subject area related to the air pollution dispersion in ABL (and the consequent impact on health) and in particular to the use and enhancement of mathematical models of air pollution. The listed keywords suggest just a few of the many possibilities.
